About this Presentation

This presentation will highlight results and lessons learned from Utah's SUCCESS Program led by the Governor’s Office of Management and Budget (GOMB) at Utah Correctional Industries (UCI). Reducing recidivism in the State (the relapse of criminal behavior) has been one of Utah Governor Gary Herbert’s top priorities. Studies show that about 54% of inmates return to prison within three years of release in Utah. The state’s Department of Corrections is currently implementing the Theory of Constraints as part of a system-wide effort to improve that figure by 25% before January 2017.

This session shows how TOC can drive meaningful results even in a prison environment by linking operational improvement to a broader social outcome: reducing recidivism through more inmate jobs, better training, and more reliable work opportunities.
A standout insight is the use of different TOC solutions for different parts of the system: focused value stream and capacity management for furniture, Simplified Drum-Buffer-Rope for print operations, and Critical Chain for construction projects.
The case is especially compelling because the gains were measurable. The furniture shop stabilized flow, doubled production capacity, and increased revenue, while the print shop improved visibility, shortened lead times, and increased both jobs handled and sales.
Beyond the numbers, the presentation highlights what it takes to make change stick: training, buy-in, leadership support, and a shift from seeing TOC as “extra work” to seeing it as a better way of thinking and managing.

Bahadir Inozu, Ph.D

Dr. Baha Inozu is the cofounder and CEO of Sharp Focus, Inc., and a faculty member at the University of Southern California. He has collaborated with more than forty organizations to improve performance and reliability across a range of sectors. Internationally recognized for his expertise in system reliability and performance improvement, Dr. Inozu specializes in integrating leading methodologies to achieve high-impact outcomes. He currently supports the SafeMTS project as a Subject Matter Expert and contributes to the Shipyard Infrastructure Optimization Program (SIOP) for the U.S. Navy. His research centers on identifying and applying best practices from high-risk industries to advance safety and reliability. He is the co-author of High Reliability for a Highly Unreliable World. Previously, he served as CEO of NOVACES and as Chairman of the School of Naval Architecture and Marine Engineering at the University of New Orleans.
